Officers responded to the 900 block of Rider Avenue for report of shots fired with a possible victim. Once officers arrived, they found the victim, Isaac Moreno (29) suffering from gunshot wounds. Medical personnel tended to Mr. Moreno, but he died at the scene. Apparently, he and a 29-year-old male were sitting in a car when a dark colored SUV drove up. Someone from the SUV shot at the two and Mr. Moreno was struck. The second victim was uninjured.
