Incident: Indecent Exposure, Lewd Acts in Public, Possession for Sales of Marijuana and Probation Violation

Salinas Police offficers responded to Northridge Mall for a report of a completely naked male in a vehicle. An off-duty mall security officer observed a naked subject, later identified as Francisco Moreno (32) in a green Honda. The off-duty security officer saw Moreno driving throughout the northeast area of the parking lot. Mall security monitored Moreno on surveillance cameras while awaiting for police to respond. Moreno was observed commiting lewd acts upon himself while seated in his vehicle. When contacted by officers in his vehicle, the suspect was still unclothed from the waist-down. In addition, Moreno was on probation and in possession of marijuana for the purpose of sales. He was taken into custody and booked at the Monterey County Jail. This arrest was made possible by the vigilant mall security officers, who took note of unusual activity and maintained constant surveillance of the suspect prior to police arrival. It does not appear Moreno approached anyone during this incident.
