On August 2, 2013, several allied agencies responded to the Salinas Police Department's request for assistance in conducting targeted enforcement efforts in light of the recent spike in violence.  While several searches and arrests were made at that time, there were individuals who were not able to be located.  On todays date, members of the United States Marshall's Service Fugitive Apprehension Team came back to Salinas in an effort to track down some of those people.  Working in conjunction with the Monterey County Joint Gang Task Force, wanted parolee Pedro Velasco (23) was located at a residence in the 1200 block of Granada Ave.  When Officers were approaching, a female apparently saw the team and advised Velasco of their presence as seconds later he tried to escape out a rear window.  Velasco was challenged by officers deployed to the rear of the house and ducked back inside.  Velasco was hailed for approximately 15 minutes before he exited the front door and surrendered without incident.  He was later booked into Monterey County Jail for Parole Violation and resisting/delaying arrest.

A 17 year-old female heard the doorbell ring at her family home and looked out from her 2nd floor window. She saw a car that was unfamiliar to her parked in front of the house and the subject who rang the doorbell walk to the car, get in and drive off.  A short time later, the resident saw two male subjects jump her fence into the backyard and break a window at the rear of her residence.  Being the lone occupant in the house at the time, she locked herself in her room and called 911. The two subjects entered the house through the broken window and began looking for items to steal.  When officers were in the area, the driver of the suspect vehicle, later identified as 18 year-old Eddie Oseguera, was able to alert the two inside the house of our arrival. Oseguera left on foot, leaving the car behind. The two subjects fled the victim residence, hopping fences through the neighborhood.  With assistance from Salinas Police detectives, Monterey County Sheriff's personnel and Monterey County Probation officers, we were able to find a 16 year-old suspect hiding in a nearby backyard and take him into custody.  During the lengthy search, Oseguera had made good on his getaway but returned in another vehicle to pick up his conspirators.  As he drove by officers, he was identified by a witness as being involved and officers were able to stop him in the area.  Oseguera was identified as being the subject that originally rang the doorbell to the victim residence and he was arrested. The search for the remaining suspect was negative but detectives are following up on leads to his identity.

Oseguera was booked into the Monterey County jail for burglary and conspiracy.  The juvenile was booked into Juvenile Hall for burglary and conspiracy charges, as well.

A Monterey County Sheriff's Sergeant was flagged down by the victim of an attempted murder in the 700 block of East Market Street.   The victim was in his home when a neighbor, Leonardo Torres, 21, claimed he disrespected him.  Torres brought a .25 caliber Beretta and fired the gun fired once, narrowly missing the victim. After the shot was fired Torres went to the store to presumably buy more beer. It was at that time that the victim flagged down the Sheriff's Sergeant. Torres was arrested with the gun in his waistband. Torres was booked into Monterey County Jail for attempted murder with a firearm and being a gang member in possession of a firearm.

Homicide Arrest Update

On Saturday, August 10th at 4:17 pm Officers responded to a report of a victim of a shooting at the intersection of Eucalyptus and Parkway. On arrival they found Alfredo Velasco (18) suffering from multiple gunshot wounds. The victim was transported to local hospital where he died as a result of his injuries.

Within minutes following the shooting Salinas Police Officers located a stolen vehicle matching the suspect vehicle description near the intersection of East Market and Ivy . When the Officer attempted to conduct a traffic stop the vehicle fled and a pursuit was initiated. After an extensive search, Officers located and arrested Kristopher Hargrove (18), Nathaniel Sparks-Musones (22) and a 17 year old male juvenile. All three subjects are known gang members, and were initially arrested and lodged on the charge of possession of a stolen vehicle pending further investigation. After further investigation, all three suspects who are currently in custody are being charged with Murder, along with a variety of gun and gang charges. This was the 6th homicide in the month of August in Salinas.

On August 1st, 2013 Richard Gutierrez was arrested for the homicide of Victor Sosa-Reyes.

On August 4th, 2013 Reuben Salceda was shot and killed in the 1100 block of Parkside. The case under investigation and no arrests have been made.

On August 6th, 2013 Giovanni Pacheco was arrested for the murder of Victor Ortiz, Edgar Garcia and Alejandro Hernandez following a shooting in the 600 block of Williams Road.

 

This is the 17th homicide of the year in Salinas and it is being investigated as gang related. Salinas Police Detectives are still looking for additional witnesses to this shooting or anyone with information regarding this incident. Robbery

Four juveniles ages from 13 to 16 years old were riding their bikes on 1st Avenue near Alma Avenue when a vehicle drove passed then stopped near them. The vehicle was occupied Christian Luna (18) and 4 minors, ages from 16 to 17 years old. As the vehicle came to a stop the three rear passengers Christian Luna and 2 juvenile suspects jumped out while the driver and the front passenger waited in the running vehicle. Christian punched one of the victims in the face and took his bike. Two of the other suspects assaulted the other victims and took their bikes as well. The vehicle drove a couple of blocks away and waited for the three suspects who took the bikes. They loaded the bikes and fled in the vehicle. Shortly after the vehicle description was broadcast, an officer located the vehicle still occupied by the suspects with the stolen bicycles. All occupants were positively identified and taken into custody and the bikes were recovered. Christian Luna was booked into county jail for robbery and the juvenile suspects were booked into juvenile hall.

At 6:25 am Salinas Police Officers responded to 1989 Gladstone Way in Salinas regarding gunshots heard in the area.  When Officers arrived in the area, they found a male adult suffering from multiple gunshots.  The victim was transported to a local hospital where his condition is critical.  At this time there is little infomation known regarding the motive and/or description of the involved supect(s).   Salinas Police Detectives are still looking for additional witnesses to this shooting or anyone with information regarding this incident. Stolen Bicycle

On 8-20-13, a resident rode his bicycle to the police department to report and incident. He left his bike unlocked at the front door to the department. While he was in the lobby, a pedestrian walked by on the sidewalk and noticed the bike was unlocked. The pedestrian walked into the police department and looked around the lobby, then walked back out and took the bike and rode away. This entire incident was captured on video. Today, an officer was in the area of 940 N. Main and recognized the suspect from the video. Natividad Saenz, 45, was detained and questioned. He admitted to stealing the bike and said he sold it for $50 to an acquaintance. Saenz directed officers to the person he sold the bike to and it was recovered and later returned to the very grateful owner. Saenz was booked for an outstanding felony warrant and the fresh theft charge.

Vehicle Crash

A 34 year old female was driving East on San Juan Grade and drifted into the oncoming lane at Van Buren Ave. She crashed head on with a 37 year old female, who had 4 passengers in her car (3 Kids). Everyone involved were wearing seatbelts. The vehicles were so badly damaged that the Jaws of Life were needed to get one of the driver's out of her car. Both drivers, along with 1 passenger, were transported to local hospitals with non-life threatening injuries. All 3 kids were uninjured. It is unknown why the 34 year old driver drifted into oncoming traffic. Alcohol did not appear to be a factor.

Salinas High School students assisting a person in need of medical attention

On 8-22-13 at approx. 12:45 hours a female in her 60's was walking on the sidewalk in front of Salinas High School and stumbled and fell, striking her head on the concrete. She suffered a deep cut on her forehead, which heavily bled. Approximately ten Salinas High School students were returning to campus from lunch and saw the person fall. They immediately went to her aid. One student called 911, another used the victim's cell phone to call her friend, and several gave the victim napkins to help stop the bleeding and kept talking to her, keeping her calm. The students stayed with the victim until police and medical personnel arrived. Once we were there, they asked several times if there was anything else they could do. When we assured them there was not, they then left to go back to class.

The victim was very grateful to the students for taking the time to stop and help her. She did not know any of them and they left before we could get their names.

This news release is being generated to thank the unnamed students of Salinas High School for their assistance and willingness to help a stranger in need.

On August 6, 2013 at about 0600 hours Juan Hernandez, age 57, was crossing Schilling Place after exiting his semi truck when he was struck by an oncoming vehicle. Hernandez was transported to the hospital where he had been listed in critical condition. On August 19th, Hernandez died of the injuries incurred in the traffic collision. This is the fourth fatal collision in Salinas this year. Since January of 2011 there have been 18 fatal collisions in Salinas. Half of those 18 deaths were the result of a vehicle / pedestrian collsion.

Salinas Police Officers responded to a report that a business burglary had just occured.  A witness reported seeing a subject, later identified as Salvatore Barone, 22, running from the business with a cash register after kicking in the front doors.  Officers observed him on the grounds at the Salinas Sports Complex.  After a chase, Barone was taken into custody without incident.  He was found to possess a small amount of cash.  The register was located nearby.  Barone had an outstanding warrant for possession of drug paraphernalia.  Barone was booked into the Monterey County Jail for Commercial Burglary, resisting arrest and the outstanding warrant.

On January 27, 2013, in the city of Salinas, Julio Cesar Garcia was involved in the shooting death of Jorge Perez (17). Perez was found shot in the chest in the parking lot of an apartment complex at 52 La Posada. He was later pronounced dead at the hospital. Salinas Police Detectives identified Garcia as one of the suspects in this Homicide, and a warrant was issued for his arrest. Salinas Police believe that the killing was gang related.

Because of the joint investigative efforts of the Salinas Police Department, Deputy U.S. Marshals in the Northern District of California, and authorities in Mexico, Mexican Agents were able to locate and apprehend Garcia on August 26, 2013 at approximately 9 p.m., in Mexicali, Mexico. Garcia was apprehended and taken into custody without incident. Garcia, who is a United States citizen, was turned over to U.S. Customs and Border Patrol Officers at the Calexico Port of Entry and booked into Imperial County Jail, El Centro, CA, where he will await extradition back to Monterey County.

Officers responded to a report of shots fired. When they arrived on scene, they found Jose Maravilla-Ruiz (38) unconscious and suffering from a gunshot wound. After being transport to NMC, Ruiz was pronounced deceased. A second victim was found nearby.  The twenty one year old victim had a gunshot wound to the torso. He was life flighted to a San Jose hospital where he was treated and released.  The surviving victim stated that he and Ruiz were in the parking lot when they were approached by two males who asked what gang affiliation they claimed. When they told the suspects they were not gang members, one suspect began to open fire.  There were numerous people in the lot who could have witnessed this incident.  The Salinas Police Department is asking anyone with information on the suspects to please contact Detectives Fairbanks or Knowlton at 758-7322 or they can call the Tip Line at 775-4222 and 1-800-78-CRIME.

Salinas Police Officers with the Violence Suppression Unit arrested Bernard Chavarria (18) in the 600 block of Surrey Wy for an outstanding warrant for his arrest.  A probation search was conducted at his residence.  3 handguns, 2 rifles, ammunition and gang indicia were found in his residence.  Chavarria was booked into county jail for numerous charges related to the firearms and gang enhancements.  At least one of the firearms was reported stolen.
